A) Have a great idea. (The best place to start from)

C) Write some instructions or basic rules.

D) Play test the game with different groups.

E) Take the best advice and act on it while still preserving the integrity of the game.

F) Play test again.

G)  Write a comprehensive set of rules.

H) Play test using the new rules.

I) Making a production board game is not cheap so remember the your game might be the best in the world but if there is no money to be made it will not be published to make a loss (sorry).
